Would it not in every way be
preferable that instead of hampering commerce
an endeavour should be made to encourage it by
constructing new lines of communication over which
trade can pass?
There are three large projects
of this kind which could with advantage be taken
up without further delay:-
(1) The construction of the loop-line railway at Canton necessary to connect the Kowloon-Canton
Railway with the incohate Canton-Hankow Railway.
(2) The completion of the Canton-Hankow Railway,
of which sections have already been constructed
northward from Canton and southward from Hankow.
(3) The construction of a branch line railway from
Fan-ling via Shatau-kok, Mirs Bay and Bias Bay to
Wai Chau.
This last project would, moreover, be of value to
the Canton Government in bringing under administrative
control the lawless and piratical villages round the
coast of Bias Bay. All these three schemes would
be of great benefit to the Kuang-tung Province, and
they would also be beneficial to Hongkong. The Canton Government admittedly has not funds for
such schemes as these, and hes no sources from which
such funds can be borrowed. The Hongkong Government
on the other hand, with the support of the British Government, would be able to raise the necessary
funds for such projects and would be able to
finance them on easier terms than the Canton Government

would expect from any other quarter. The initiation of
such works as these would provide labour in abundance
for anyone in Canton who may still be unavoidably
out of work as a result of the present strike and
